Mtu Makini,
If you forgot the bios password you will need to call Dell support for resetting it. You can click the link below for information resetting your Windows 7 password.

From the following link, you can get the answers to your question. It shows you how to reset a forgotten Windows password available in Windows 10, 8, 7.
https://support.microsoft.com/en-us/windows/change-or-reset-your-windows-password-8271d17c-9f9e-443f-835a-8318c8f68b9c
If the Microsoft's official answers cannot help you, you can try the following methods:
1. Use a Windows installation disk to boot your computer and then open the Command Prompt. Run commands to replace the utilman file with cmd file. Reboot the computer and then you can launch Command Prompt on the Windows login screen. At the command window, type "net user administrator 123456" and then press Enter key. Then you can use the new password to log on the administrator account.
2. Use Hirens Boot CD. This is a free Windows password reset program which allows users to reset forgotten Windows 7/Vista/XP admin password by using a bootable CD/DVD.

Welcome to the Dell Community @Claredick
This post is over 3 years old and none of your suggestions would have worked anyway.
Look at the "Hash Code" the OP posted. ( xxxxxxx-xxxx )
Then look here.
