I tried all the solutions and, I even swapped out the HDD and ram to the other Laptop and they worked fine, I was able to image the HDD with no issues.
The battery is done with but this is the same case for both laptops and it seems to not be the issue since I tried both batteries on the working laptop. I also used just the power adapter ( no battery) and it seems to start to boot into windows but nothing on the screen, not even the dell logo when you turn it on
I also used different power adapters and they didn't seem to make a difference.
Any other suggestions before looking into replacing the motherboard?
I unfortunately did not have much time to troubleshoot this so I went and ordered another motherboard and it worked right away. I may have save some money by digging deeper but I needed the laptop ASAP. I wish I was of more help

No problem! Thanks for your quick reply anyway! At least good to know that the failure is somewhere on motherboard! I will give some more try before replacing it.
I am sure you can start with the integrated graphics, at least in my case even a connected monitor wouldn't work. So it was further than the display connection
Unfortunately i wasn't able to. I did replace the motherboard, which fixed it. I know Maxwell0 replied to the thread and they said they would troubleshoot the motherboard but not sure if they got any further.

Unplug the system, disconnect the battery and hold the power button 30 sec.
Remove and reinstall the memory modules and hard drive.
Verify that the LED on the power adapter is ON before you plug in the notebook end. If it's not, replace the adapter.
Leave the battery out and try powering up. If you can, but not with the battery installed, the battery is bad; replace it.
If you still can't get the system to boot, replace the mainboard.
