E7250 doesn't run
after pressing the power button, the power LED works for about three seconds, I can hear the fan. After three seconds, power LED and fan are switched off. Screen remains dark, no sound.
A failure is indicated by
hard disc LED: on,
battery LED: blinking,
WLAN LED: on
all other LEDs or signals are off.

Looks like a memory failure. Unplug the system, disconnect the battery and hold the power button for 30 sec. Remove and reinstall the memory modules. Reassemble and try again.
If the system still shows the same error, try one module at a time in each memory socket. If one module fails in both sockets, replace it with a new one. If both modules fail in once socket but not the other, it's the socket that's bad and you'll need to decide whether one module is sufficient, or whether it's worth replacing the system board. Carefully compare the value of the system against the cost of a board though -- this system is likely to be worth about what, or perhaps even less than what a replacement board will cost.

Remove the hard drive -- will the system then POST to a setup screen?

No, after removing the SSD card it slows down a little. But nothing else changes. Still black screen and the same behaviour as described above.

Yes, you are right. One module is defective. It works with the intact memory module in both sockets.
