How to change the CPU base speed

How to change the CPU base speed from 1680Ghz to 1800 Ghz for an GNs3 install of an VM.  My Laptop has Intell core i7 11th Gen CPU and it base speed is 1.6Ghz I need to change it to 1.8 Ghz so the vm install can get pass the CPU test which fails due to the slow speed. 

I read to increase the CPU power by changing the power setting in Battery and also added the Min and Max process setting via regedit hack. these did not change anything.  If there is a utility or a want to change the base speed this will allow me to install this VM.
