Keyboard layout on Dell laptops

When on earth is Dell going to go back to using decent keyboard layouts? The half-height up-down arrows are unusable, the Delete key is next to the Power Off switch, there are no physical buttons on the touchpad (and the sensitivity of the pad does not compensate). 

There is no thought of design and it just looks as if  you are a) trying to copy others and b) save money at the expense of a half-decent product.
