Latitude 3420, power delivery

Hello,
I'm thinking about how to charge the battery of a Dell Latitude 3420 via USB Type-C using a power bank... 
Which power bank is better... 
For example, there are two power bank options (№1 and №2) with charging profiles:
№1)5V-3A; 9V-3A; 12V-3A; 20V-3,25A (PD is supported; PD version and availability of PPS are unknown)
№2)5V-3A; 9V-3A; 12V-3A; 15V-3,A; 20V-5А (PD is supported; PD version and availability of PPS are unknown)
The native AC/AD-adapter, that charges the laptop, has data OUTPUT 19.5V-3.34A/65W
I guess it depends on the laptop's PPS support...
What do you think, which power bank is better, №1 or №2?
