Latitude 5404 rugged dead

Hello

i hope you can help me

my computer is dead not turning on when I press the power button turns the Power button light and the power led only no screen no bios nothing

i tried with the power+D and screen came on showing different colors

then I tried power+Fn same thing no screen power button light on, power LED on and this time battery LED flashing like one second ON one second OFF I can’t find what that means

i tried with battery without battery with RAM with no RAM with different Stick same thing

also I tried removing the CMOS battery and hold the power button for 20 secs

From the description, it's a bad system board.

This is a problem "Defect" with many different models from Dell.

Powers on but no splash.

Run the power-on display test and all colors show.

I have a test I will be doing soon.

Swap the BIOS chip for a known good one.
