Latitude 5431, random CPU performance issues

Greetings community !

The company I work for has recently purchased a batch of Latitude 5431 laptops for a standard replacement and we started receiving numerous issue requests from our users. The issue is not consistent - may happen at any time, but once it occurs the laptop becomes almost unusably slow. During our investigation we found out that while the issue is active the CPU's performance is cut to no more than 10% regardless of the current load.

So far we have tried almost everything without success : 

 - Dell's standard troubleshooting tools (no issues found)

 - Update all drivers and firmware

 - Update BIOS

 - Restore BIOS factory default settings

 - Edit Windows power plan to high performance.

At this point we are running in circles. If anyone knows how to resolve this issue - please assist!

We have also had this issue. My agency is currently doing a tech refresh,  and we have issued both the 5420 and 5431 models. Only the 5431's seem to have this issue, even though they are virtually identical to the 5420's with the only diffence being the built-in webcam. I have several of these machines that I will test the 1.2.2 BIOS on and see if that makes a difference. It's definitely a throttling issue. Seems to be the CPU temps hit a threshold and then the CPU threads get parked.

How is it that Dell can have the issue fixed with 1.2.2 but not with the most recent BIOS update? That seems a bit ridiculous to me...

I am also starting to have similar cases with the new BIOS update.

Hey,

I'm here in 2025. I want to buy this system on Saturday. But I am currently doing my background checks before getting it. Is it a good move to get it and also was the issue fixes with that BIOS update.

did you end up buying this machine? I have got one from ebay for only £200 but the tpm is disabled but the bios version is on 1.21.1 so there is an update that came out august hopefully that sorts it as you can not downgrade from it. Really hoping I have not wasted my money lol.

From my opinion the new bios update fixed it

Go ahead and update it.
