I believe there is a setting in the BIOS that controls the timeout.

Thankyou.  I downloaded and installed through the link.  I then went into the keyboard feature in the control panel.  When I adjust the backlight timeout to any of the options and then click apply, the highlighted option that I have chosen has disappeared and the keyboard backlight time out feature has not changed, its still only a few seconds.  

Thankyou.  That did the trick.  Changed settings in BIOS and now Im good.

I'm have the same problem with the same PC (Latitude 5580).

I installed the Dell Feature Enhancement Pack Utility and found the new tab for keyboard backlight settings. However, they have no effect; clicking Apply or OK simple removes my setting. No error message nor feedback.

I did find settings in the BIOS for backlight time out on AC and battery, but my employer has locked the BIOS.  Do you know of a workaround to make the Feature Enhancement Pack force the setting?

Also, the BIOS settings are set to 10 seconds, but in practice the backlight fades out almost immediately after my fingers stop typing (in the browser, in Outlook,...).  So I'm not sure the BIOS settings really are controlling the timeout.  Do you have any idea what might be happening here?

You can change the timeout in the bios. It's pretty in depth in the laptop.
