Latitude 7490 power on issues

Question

I have a Latitude 7490 and here are the power/boot up problems I'm currently experiencing.

1. After powering on, the Dell logo doesn't show up immediately. Power button and keyboard lights up and it will take about 3 to 5 minutes before the logo will show up and the battery indicator lights up. I have observed that this issue occurs if the notebook has been powered off for a long period of time (like overnight)

2. If you full charge (about 2 hours) the notebook powered off, it won't power up if you press the power button. No indication that it is powering on. What I am doing it to reconnect the internal battery. It will power-up and will encounter issue #1.

Observation: I'm not experiencing the above issues if the notebook is powered off for a short period of time (approximately 1 hour). I checked the diagnostics from the BIOS but did not get any clue on what might be the problem. Battery is still good as it can still last up to 8 hours under "battery saver: on" mode.

Does anybody here experienced the same/similar issue/s from their notebooks? I already ran out of ideas on how to diagnose the problem. I need help. Thanks in advance.

Make sure your BIOS is up to date.

My 7490 is weird too.  I updated the BIOS as soon as I got it from eBay.  But if I have not used the laptop for several weeks, it will not power on if the AC adapter is not plugged in.  I have to plug in the AC adapter just for a second, then I can power the laptop up.  Remove the AC adapter immediately; finishes booting and I see the battery is still at 90% charge level.  Goofy as heck.

@CometJo​ : My Dell Refurbished 7490 does the exact same thing and I just got it. Did you ever find a solution? This really hurts me because I leave it in the car for months at a time and it will not turn on without household power despite my battery having a 90% charge. It doesn't turn on without the power cord attached like yours.

@tony17112acst​  same issue. I got it repaired from a local technician 2 times but the same problem shows up after some time. They always say that we have relaced some ic on the board but do not tell the exact solution as it might affect their business. I am literally so frustrated by this problem.

Exactly the same problem here @CometJo

I have 2 of 4 Dell Latitude 7490's that do this, I've tried new batteries, new battery leads, they still do it now and then. They won't power up unless you plug in AC (even for a second) even if the battery is almost fully charged.

@tony17112acst​ I have found that if you have a 60W cigarette lighter power adapter, it will boot if you have it powered by USB-C.
