Latitude PP01L power up problems

I was given the above system, without an adapter, I went and bought one the chap at the shop said it was correct a PA6 type. It powers up and light on adapter lights. The system when plugged in blinks the charging led green for a while then turns to a flashing green for one second then amber for three seconds. The system when the power button is pressed does not boot nothing on the screen and never appears to start. Have removed all devices, reduced memory and tried them singularly in diff end slots same effect. Could it be the mother board is US, can anyone direct me as to what else I should try. Any help would be appreciated.
