As new as that 7400 is the battery is most likely not the problem. Usually a not charging pc is either the DC jack (pin loose or bent), a bad charger, or a motherboard problem. Try a reset first. Disconnect the battery and charger then press and hold down the power button for 30 seconds. Then plug everything back in and try again. Also run diagnostics, F12 at boot, to verify the battery and charger integrity.
The app notification shows an accepted solution but I am not seeing any solution post at this time.

What is the model number? Are you seeing any messages such as battery not recognized? How old is the system? More information would be helpful.
