My latitude 5490 won't turn on and it's led light is blinking in 3,5 pattern. I looked up in internet it says it is power rail failure what should I do as I bought it in another country
In this instance, the 3,5 code would be related to the motherboard. Refer to the hard reset and real time clock reset steps in the video to attempt to resolve the issue. If still unresolved, then the motherboard should indeed be replaced. Contact Dell GHN (Get Help Now) chat technical support Monday through Friday. The mainboard needs to be replaced to solve that problem, but compare the cost of a board to the value of the system -- you may find that a board alone costs more than the system is actually worth.
There are many complete, working 5490 systems for sale on Ebay starting at $50 and going to $150 for those with discrete video and i7 CPUs. That's not a lot more than boards cost -- and if you cannot replace the board yourself, you'll be looking at $100+ for labor in addition to the cost of the board.
