Startup problem on my laptop

Recently, my dell laptop began to no longer startup, every time I try to power it on it only gets to this screen with a small blinking white line in the top left corner, and stays stuck there forever:

Also, every time I try to restart it, its making a "bzzz beep..... bzzz beep....." sound for the first 5 or so seconds upon turning it on, until it gets stuck on the screen as shown above. Is there any way to get my laptop back on and running again without losing its memory? That strange sound it making is making me wonder if some part of it may potentially need replaced, and I'm a bit concerned about this, as it has pictures on it that I can't replace...
