Trouble with ptt settings

So I recently purchased a dell latitude 5420 laptop from someone and it has bit locker on it. I’m having trouble trying to reset it and I cannot find the PTT security settings.

Hi

Hope this helps..........

Access BIOS:
Restart your laptop and press F2 during startup to enter the BIOS setup.
Navigate to Security Settings:

In the BIOS menu, go to the Security section.
Disable PTT:

Locate the PTT Security option.
If PTT is enabled, disable it. Only one security technology (PTT or TPM) can be active at a time12.

Enable TPM (if needed):
After disabling PTT, enable TPM 2.0 Security.
Ensure that TPM is set to Enabled and Activated.

Disable Secure Boot (if required):
If Secure Boot is enabled, disable it temporarily to make changes to PTT or TPM settings.

Save Changes and Exit:

Save your changes and exit the BIOS setup.
Reboot System:

Restart your laptop for the changes to take effect.

Bitlocker is software -- if your drive is locked and you don't have the key, you need to wipe the drive and reinstall Windows.  

PTT is a separate issue.  Where was the system originally sold (bitlocker is export-banned or banned by local ordinance in much of the world)?
