Win 10 October 2018 update 1809 failed

When installing the 1809 update to my Latitude E7450, BIOS A20, windows 10 Pro 1803 OS build 17134.590 , I get the message "The installation failed in the FIRST_BOOT phase with an error during SYSPREP operation" and error 0xC1900101 - 0x30018 . Device manager shows all components ok - no exclamation marks. Any suggestions?

Unfortunately did not resolve the problem, though an interesting learning exercise. Solution was from August 2015 so not sure if current, though I also think it was more aimed at the problem of the update not even downloading, whereas my issue is it downloads 1809 but then at around 51% installation it fails "Windows could not configure one or more system components" and uninstalls back to 1803. In the meantime I have installed the last 1803 update, so now on OS build 17134.619 .

I have tried updating from a USB flash drive with exactly the same problem.

I ran the troubleshooter for windows updates without any success.

The E7450 is on Dell's list of machines suitable for the 1809 update.

Hi. Already tried this. Also tried: DISM.exe /Online /Cleanup-image /Restorehealth and sfc /scannow

Did you ever get an answer to this?  My October Bios is also is failing.  I read somewhere to turn off Intel Virtualization, but that did not work either.
