Do you see any blinking diagnostic lights or hear any beeps? Did you make any changes prior to this problem occurring? Do you see anything at all on the display? You obviously installed Windows 11 on a system not supported by MS as I believe you have a 5th gen CPU. Now it is very possible to install on non-supported systems but there are possibilities for issues to occur. Was the system running properly under Windows 10 and what steps did you take to install Windows 11?
One further point here. Dell does not support Windows 11 on the E7250, which is to say it is not on the list here of compatible systems. So if you need Dell tech support, they will insist you install Windows 10 before they offer assistance.
