Why can't I enable action center?

Right, that switch should not be grayed out.
Try a Restore Point from before Windows corruption or Virus infection.
There was some hits in Google if you care to search.
Yes, but as you can see, the action center is not there on the right hand side...

From the looks of it it looks like its default on but you can't turn it off. The action center is the 'bar' on the right hand side that pops out to show you things you may have missed like emails and other notices.

I don't know what caused the problem but point restore did the trick. Thanks!
