As if Bluetooth never existed

I've tried these solutions and nothing is working.  I tried the Bluetooth tool program suggested only to get the message "no Bluetooth radio found."  Clearly I have Bluetooth.  There's no option to turn on or off Bluetooth anywhere in my settings.  I've run virus scans a number of times.  No idea but I'm so sick of this.  Ready to smash my three month old computer into tiny little bits and snort them.
