Command Center keeps popping up at launch

I recently upgraded to Windows 10. Now, every time I boot up, I see two pop ups from Command Center asking for my permission to make changes.

What are these changes? And why do they pop up every time I unlock or boot up my computer?

I don't like granting permission to make changes to my computer when I don't know what the changes are. I'm trying to keep my computer secure. So, when I'm asked to allow for changes, I want to know what those changes are.
