Try to run a repair first. Go to Control Panel/ Programs and Features, right click on Command Center and choose Uninstall and then Repair.
If issue persists, follow the steps on Solution#2 of this article. To uninstall the Command Center, try to do it from Safe Mode and the make sure to re-install it in the same order specified in the article.

Hi!
