+ does not eject disk on M14x R2

I own an Alienware M14x R2 with a brand new HDD and a clean install of Windows 10 Home.  This is the 4th time I reinstall the OS due to the + to eject a DVD from the Optical Drive not working.

Going to the DVD itself in File Explorer and right click->Eject will eject the DVD without any issues, the problem is with the + combination.  

Since this is a brand new Windows 10 install, I can try everything you tell me to to see if I can somehow get it working.  Before this last re-install of Windows 10, I had installed the Alienware OSD, Alienware Command Center, and still nothing, it still did not work.  

I have tested that the F4 key works, so it is not an issue with the key itself.

Can someone help me figure out how to get this Fn+F4 eject working in a brand new Windows 10 install?
