Request you to follow the below steps assuming the computer has Windows 7 Operating system::
(1) Turn on the computer.
(2) At the Dell logo, keep tapping F8 key.
(3) Advance boot menu appears, select repair your computer and hit enter.
(4) Click next and login as admin.
(5) Click Dell Factory Image Recovery and Data Safe Options; Follow the onscreen instructions.
If this option is not available then you will need to have an OS disc or a copy of Windows on a USB drive to reinstall Windows. You may use the below link for instructions on how to reinstall using a disc:
