Try running an LCD Built-in Self-Test, click here to view an article that explains how to do the test. Check if you see the lines during the test. If possible, connect an external monitor to the system and check if the same thing happens on the external monitor. If it looks clear on the external monitor, it could indicate a problem with the LCD screen.
I tried that and it always shows no problem....These lines pop up maybe once a day. If there was a way to do those test while the lines are on the screen, it would maybe show the problem....I saw something like this with my XPS a few years ago, and it was the hard drive.
I also tried Dell diagnostics test while they were appearing, but the test could not complete. I got one of those test failed, restart messages.
