Apparent RAM Issue on Dimension E310

We just pulled this out of the box today and it cannot succesfully boot up.  I'm a computer geek, so I know how everything goes together (especially since there aren't really enough ports on the back of this thing to allow for any mistakes).
 
Anyway, it beeps like it's dying when you press the power button.  The monitor, however, does nothing.  The power button stays green, and I get green LEDs for '3' and '4'.  But just a few sickly beeps and then it stays on, but still nothing happens.  Also, no power to the USB optical mouse (as the red light is not on).
 
I immediately think it's a RAM issue.  Dell tech service takes two hours to decide it's a RAM issue.  However, they believe it's the actual simms causing the problem.  I, however, am skeptical that both could be bad and insist it may be the motherboard (which is of very apparent low quality, as is the RAM - but you get what you pay for and this is for my parents). 
 
They refuse and now I'm supposed to wait another half a week to have a tech test some RAM but not bring a motherboard with him.  God help the poor tech if it's the motherboard because I'm likely to unleash.
 
Actually, I think my dad's going to pack it up and ship it back tomorrow.  It's already been more headache than it's worth.

You only have 21 days to return a lemon for a replacement. Don't waste it trying to solve this yourself. Contact Dell and ask how to return.
