Booting from a CD
I changed the BIOS boot order to
1) ODD Internal Device
2) Windows Boot Manager
The machine still booted into Windows off the hard drive instead of booting off of the CD.
There's got to be a way to boot off of a CD.
(I posted this a few days ago, but it somehow landed in Laptops instead of here.)

Access the boot menu to change the boot order-- Reboot the computer with the dvd in the drive, Tap F12 immediately after boot without waiting for any screen to get to the boot menu to select the cd-dvd drive.

This is in reference to your comment in my post that somehow ended up in Laptops. I checked the BIOS and Boot Mode is indeed UEFI. So, to repeat my questions there: How does that affect my ability to boot off of a CD? What's the solution?

I am told it is preferred to boot from USB when you have UEFI, but see if the above Dell article works for you.

The F12 key did the trick. I figured out what you left unsaid: I needed to change the Boot Mode to Legacy.
