Most problems with cable come from not resetting the cable modem when changing the device connected to it.  To reset, you have to turn everything off, wait about 5 minutes, turn on the modem first, wait another 2 or 3 minutes, then turn on the computer.  If you change network cards in the computer, this has to be done as well because the modem would detect it as a different device and will never connect to a different device until the reset procedure is done.

If you only have 1 computer, did you check with the cable company to do a loop test? They can also reset the modem. If your modem is set up with DHCP, changing cards will still be automatically reconized.  As another note, anyone with a cable or dsl connection should have a router between the modem and the pc

Did all thats been mentioned, still no internet, its the same cable that I'm using for this computer, thru a linksys router, is it possible that the motherboard could be damaged, just a thought because everything else points to it should be working.

Assuming you are running Windows XP on the problem machine, try downloading and running winsockfix for Windows XP from the Here

Tried the last, still no cable connection, this is frustrating, one more thing, at bootup I get the message  Plug and Play error. hit f-1 to continue or go to setup, have gone to setup and find nothing wrong, have pulled the card and replaced it a dozen time rebooting the modem and computer with no results.  It control panel it still tells me it should be working and I have reinstalled windows to.

To help troubleshoot this problem, on the computer with the problem, go to Start > Run and type cmd then click OK. In the command prompt window that opens, type ipconfig /all then hit the enter key. Write down the output from this command or select it and save it to a txt file, then copy this output into a reply to this message.  Maybe this will give us a clue as to what is going on here.

Try the following.  Make sure you have the latest drivers available for you network adapter.  Then, boot into Safe Mode, open Device Manager, expand the listing for Network Adpaters, right click the network adapter and select uninstall.   Reboot into Safe Mode, cancel the "New Hardware Wizard", if it starts, then install the latest drivers for the network adapter.  Report back as to whether or not this fixes the problem.

Did it and still have the problem, thanks, would I be wasting my money on a new card?

Network adapters are cheap (< $15), but in your first post you said you tried other cards.  Is that not true?

Yes, I tried one other card that was orignally in the computer when this happened, and I tried them in both open slots.

It looks like you don't have a router. I always suggest people have one even if there is only 1 pc. The extra level of protection is well worth the price. while I was there, I'd get another ethernet cable. I'm guessing the card has a weird problem or the cable may be flakey. I have occasionally seen a power supply cause communication errors but I don't think this but something to keep in mind.
A good test would to bringthe computer to a friend or neighbors house who has cable and test from there. This would tell you whether it was the pc or your house

He said it was a Linksys router (on March 4).

I had the problem with a wired connection to my VHP based Inspiron 530 suddenly going "autoconfigure" to the 169.254 link local address range.  Resetting, disabling, deleting, nothing would change the behavior.  Finally found KB928233 about DHCP broadcast flag.  What's weird is that nothing had changed on the router, and that wireless would still DHCP fine.
