cant restart my computer

i have a dimension8100 with wnodows me when i shut down and hit restart the computer does not restart but the green
power button blinks

no it is a06 bios
and when i start it says
system configuration utility
you are runing selective startup for troubleshooting your system

If you are trying to start your system using the power button, you must hold it in for a few seconds to start, it won't respond to a quick press. If you are experiencing this problem using Start|Shutdown|Restart, you might see if the information here.

The message you are getting at startup is normal if you have unchecked any items on the startup tab of Msconfig. When the message appears, simply check the box that tells Windows not to display that message again.

I just got my Dimension 8100 with Win ME 2 days ago and I have been having the same problem. When I try to do a restart from the windows shutdown the screen goes blank and then the power button starts to flash so I have to hold the button down to turn it off and then turn it back on. This also happens after installing a new software program and trying restart windows when prompted by the program. Sometimes it restarts like it should but other times I have to hit the power button. I don't think it has anything to do with any software that I have installed since it did it the first day I had it before I installed any of my own programs.

It's getting a little annoying so any help I can get would be much appreciated. Seems like a lot of people are having problems with the Win ME so hopefully the new Win XP will be better but that is months away.
