computer won't reboot properly restarts without changes applying

Question

Very long story made short, had problems connecting to the net.Assistance from ISP, connectivity but still receiving 'page can not be displayed'. Another occurence, whenever changes are made which requires restart, system stops on ''Microsoft millennium startup menu' black screen. None of the options renders the system 'rebooted', hence no changes take place. Related? causal?Any help would be appreciated. Thank you.

From what you have described the problem seems more operating system related than a BIOS problem since the machine is making it past the BIOS post.  If you haven't done so already you might consider posting a copy of your problem over in the Software - Window Millennium forum here.
