Dimension 2400 - No Timer Tick Interrupt

My Dimension 2400 would not turn on anymore. Our technician recommended I get a new motherboard. After I got the motherboard installed, there was a problem that the technician could not figure out. The machine starts up in BIOS and says "no timer tick interrupt" I cant do anything beyond that point. The motherboard was replaced, the CMOS was cleared via jumper, and all components were either reseated or left unhooked with each attempt to boot the system with no avail.
Any suggestions?

Yep. System board (tick) timer is duff.

Yep. Try the CPU next. The chances of the same error on both boards are incredibly small. I'd look at the CPU next.

When I replaced the fault system board with brand new one on my Dell inspiron 1440 laptop, it could not but up on Bios, instead showed me No timer tick interrupt. Who can help me solved this problem
