Dimension C521 will not boot up

Question

when i turn it on just the fan blows - hard drive light turns green for about 2 seconds - any suggestions?

Do you mean that none of the four diagnostic lights are lite, or cannot be found?

Is the power button LED, solid green, blinking green, solid amber, blinking amber?

Check the sequence of the four Diagnostic Lights on the front panel?

I see in the manual where they are suppsoed to be but - they are not there. the only light is up by the dvd drive.
