Sorry to tell you this, but that is wrong, the e520 support's full size video cards.
The power supply of the e520 can be upgraded, as you can install most standard ATX power supplies with a 24-pin or 20+4-pin main motherboard power connector.
As the e520 has an open back panel, a power supply with or without the on/off switch can be installed.

On Dimension E520, that had a 305W power supply, there were many low profile video cards shipped, with only exception of nvidia 7900 GS/GTX full height video cards. None of these cards had HDMI port on it.
I do agree that, If the power supply is upgraded, it is possible to install high end video cards however the options are limited since many video cards that are available today, are bulky ones. Hence it's better to check the physical dimension of the video card to see if it fits in the tower.

The Sapphire 6450 is a nice budget model that supports two, maybe three monitors. I haven't tried one in an E520, but I do have one in an E310 (older model) and it works very well.
The E520 is an older model, and the video cards it shipped with are long past end of life. Fortunately, it can be retrofitted.

Most low profile cards come with a half-height bracket, but tools are typically needed for the swap.

There are several vendors that have LOW POWER cards that WILL FIT in Almost ANY DELL.
The ASUS EAH6450 SILENT 5450 and 6450 to name a few and THEY DO come with HDMI, VGA, And DVI PORTS.
NO issues whatsoever with 305w power supply.

I am unable to obtain said drivers for my current card.

The cards in my previous post from a zillon years ago are still available.
You cannot use 12 inch or even 10 inch long cards and they must be SINGLE SLOT cards to go into the case.
If you want symmetric video config then I would say
