Always include PC model and version of Windows in your posts.

Enabling Secure Boot should not prevent you from opening BIOS Setup.

Reboot and press F2 to access BIOS setup. If this is Win 8/8.1, you have to press F2 as soon as you power the system on or it will boot straight to Windows.

In Win 8/81. you can also tell the PC to give you the BIOS setup option at reboot on the PC Settings screen:

Select General category on PC Settings screen and click Restart now button under Advanced startup. Your computer will restart and you’ll get the Windows 8 boot options menu, where you can access the UEFI BIOS and change settings.

Secure boot was causing a blank screen during boot.  Even restarting into uefi bios with secure boot was impossible because secure boot caused a blank screen.

Does it boot to the desktop?

You still haven't told us the PC model or version of Windows. And nobody can sent you a "copy of BIOS preflashed with secure boot off". You can only download BIOS files from Dell's support site for whatever system this is.

Secure Boot prevents the PC from using unsigned drivers which adds security but can cause problems if any critical drivers are not signed, but it shouldn't give you a blank screen. So something else may be wrong.

You may have to clear BIOS and that will require you to open the case:

  1. Power off, unplug
  2. Press/hold power button for ~15 sec
  3. Open case and remove motherboard battery
  4. Press/hold power button for ~30 sec
  5. Reinstall battery (right-side-up)
  6. Close case and see if it works correctly now

And if Secure Boot is enabled by default, it will be enabled after you reset BIOS...

The only solution was to move the graphics card and boot up with integrated graphics, then disable secure boot and boot the graphics card back on.  Apparently the 660ti, with secure boot on, shows a blank screen for everything up until the OS boot, which means you can't see the bios.  With secure boot off, you can see the bios.
