Ereor - help pls

Welcome to Dell community.
In response to your query,A failure at Vmgr says that your system can't load or initialize a PCI option ROM. Remove all your PCI cards from the system, disable any onboard network interface, and try to get the system booted. If it still doesn't work, the system may be beyond repair.
When you boot it, let it sit for a while - the error may just need to time-out. When you reboot it, the system remembers the last "checkpoint" before the system stalled, and it reports that to you on the next boot.

You can also try clearing the error message by removing the motherboard battery.
Reboot and press F2 before Windows starts to load to open BIOS setup. Copy down all the settings because remvoing the battery will reset BIOS to the defautl settings. After you copy the settings exit setup and let it reboot. Then shut down nomrally.
Power off and unplug
Press/hold power button for ~15 sec
Open the case and remove the motherboard battery
Press/hold power button again for ~30 sec
Reinstall the battery (right-side-up) and see if it boots now (with or without your PCI cards).
If that solves the problem, reboot, press F2 and go into BIOS setup again. Confirm that all the settings match what you wrote down, or change them to match what you wrote. Be sure to save the changes before exiting setup.
Note: If you remove the PCI cards as Sunil suggested, don't remove the video card.
