Fan Error

When I boot up on an old 8250 (we have several newer dells here also) I'm getting a 'previous fan error hit f2 to continue'   What does this mean? Can a fan be replaced? does this computer need to be replaced?

 

The data is all backed up my main issue is the video card. my husband uses it and he needs this matrox dual video card that he uses with two monitors to read radiology cases. it's an old card and it didn't fit in the new dell we bought. the video card from dell that allowed dual monitors didn't have the right software. I guess I will have to get a dell and buy a matrox card and swap it out so that the software is correct if we get a new system for him but I'm wondering if there is a way to fix the fan?

 

I am way out of warranty but not adverse to paying for replacement/replacing myself, I've replaced parts but it looks like the fan is a part of the power source according to the diagram in the manual
