Dell fans typically have a sensor in them that has to be read by BIOS. If the sensor fails you'd get that error message. Non-Dell fans won't have that sensor so that's probably why the Zalman fan gives you the same error.
You probably need to buy a Dell OEM fan made for this specific Vostro model to solve the problem - assuming it's not an issue with the motherboard itself...
The Vostro fan may spin perfectly in another PC which doesn't need a sensor in the fan, but that's not the point.
If the Vostro's BIOS doesn't see the fan sensor, you're going to get the same error every time you boot. So even if you connect the fan directly to the power supply via Molex, you're still going to get the error message.
And BIOS won't be able to control the fan speed so it will always be running at max speed.
Bottom line, unless you install a new Dell OEM fan with a working sensor, you're going to get that error message every single time you boot and you'll have to press F1 to get it run.
