Help, Windows installation gone?

Alright,
So I was browsing on the Internet etc. all as usual until Google Chrome started to act weird.
It closed etc. and said something was wrong, alright, so I switched to Firefox.
Then when I was browsing kongregate.com I suddenly got a blue error screen.
I can't quite remember what it said, but than I restarted Windows Vista and then it said this:

Can't start Windows. This could be caused by a recent change in hardware or software.

- Windows Startup Manager (Recommended)
- Start Windows normally

And when I click Windows Startup Manager, it goes black for 0.2 seconds and then its at the same menu. And when I click Start Windows normally it shows the Windows loading screen for a second and then returns back to the same menu.

I've reset the system options by hitting F2 when Windows was starting.

Also I've tried to boot a Windows 7 installation CD, which also failed, because C: wasn't appearing on the list. Only D: which I couldn't use.

I've also tried to restore an older backup, which also failed, because there were none. (I guess deleted.)

So, does anyone know how to fix/repair/restore Windows.

Also whenever I startup my PC it goes to that same menu again.

When I tried to install Vista, it showed the C drive but I couldn't create a partition
Failed to create new partition on the selected unused space. [Error: 0x8004240f]

For the moment, all symptoms point to either a dead hard disk or a dead motherboard. The best way to find out: replace the hard disk and see if it works. If it still doesn't: replace the motherboard.

Always include the system model in your posts.

If you put the Windows CD in the drive, reboot and press F12, do you see an option to boot from the CD?
