Keyboard Locked...Please Unlock It error on boot

My system is "OLD"...Dimension XPS P100c ....P-100 w/16mb RAM 1gb hard drive
Have recently started receiving an error message when booting up, and currently have no way to fully boot the system, or get into the BIOS setup. After succesful detection of memory, keyboard, mouse, hard drive then floppy, system freezes with message:
Keyboard is locked ... Please unlock it
then gives me option:
Press for setup, (ESC) to Boot

The second part I understand, I've reset the NVRAM/BIOS and need to setup system. The only problem is, I can't push F1 or ESC. None of the keys respond. I've attempted another keyboard, same problem. I've tried no keyboard...well no locked keyboard error, but at that point, I can't get into setup or boot at second prompt, won't recognize my keyboard after it's passed keyboard detection sequence. If anyone might know the reason for this, I'd be excited to hear the answer. Have a use for this "antique" if I can get it running again.
