Leasing out Dell Computers

Hi folks,

Does Dell "allow" people to lease out second hand computers made by them?

I know that the hardware can be leased out, due to the first sale doctrine, however the computers do have a BIOS, which is software, and due to the bad lawmaking on this planet, BIOS is a "computer program" and rental of it is restricted.

How do lot of IT rental companies do this?
