Press ctrl-alt-del to launch Task Manager
Click Options>Always on top
Click Processes tab
Move the window off to a corner where you can still see it.
When the mouse freezes, look in Task Manager's CPU column to see what's using a large amount of CPU time, aside from System Idle process. That should tell you what's hogging the system.
<>Or, brute force:Start>run
type in: msconfig
click ok
click Startup tab
Uncheck everything except items related to your firewall, antiviral software, mouse, video.
Exit and reboot
Put check in "don't show this again" box that appears when you reboot.
If the problem continues, it could be your antiviral software running scans in the background, as ieee488 implied. Or it could be Windows Indexing Service running in background. Indexing Service is known to use a lot of CPU time.
