mysterious temp files

Question

hi folks,

how 'bout this one...

i have aprox. 400 files in 'c:\windows' with names like...

fffecb99_{2C29CD39-2D4B-4E71-A2CC-E7F4C624B0A8}.tmp

looks like two of these files are created every time i reboot.
i assume these guys are ok to delete. i'm just curious as to
what their purpose is.

( i see similarly named folders in...

c:\program files\InstallShield Installation Information\

these folders contain setup info files for installed software.
just curious that they have the same naming format...

{8 characters-4 characters-4 characters-4 characters-12 characters}

that 'naming format' is also at the end of the url for this
'delltalk forum' login page that my browser just loaded (?) : )

anyway, my question is, does anyone know the purpose of
these temporary files in my windows folder ?
