Noisy CPU Fan

The cpu fan in my Dimension 4600 was very noisy. I opened the case, removed the fan,  blew out the dust and replaced the fan. Now, when I turn on the machine, I get an "Alert, Previous Fan Failure Error"  I also noticed that the fan no longer spins, but at least it's quiet!
 
Suspecting a problem with the fan, I purchased a replacement fan/shroud kit from Dell for about $14 and anxiously awaited its arrival. It arrived today. I reopened the case, removed the old fan, installed the new fan and thought my problem was solved. Unfortunately, the new fan does not spin either. Is it supposed to spin continuously or only when the temperature reaches a certain point. If it's supposed to be spinning all the time, any suggestions for further troubleshooting?

The fan should run continuously.

Try clear the NVRAM.

This may be a silly question, did you recheck the power connection to the motherboard, is it loose or damaged?

I just printed the instructions for clearing the NVRAM. I'll try that.
You're other question is not that silly. When I plugged in the new fan, I did notice that the connection from the fan to the connector on the motherboard seemed loose but there's not much I can about that, is there? It's a new fan from Dell and the connector can only be installed one way from what I can tell. I guess that its possible to not have it fully inserted but the retainer on the connector seems to be engaged leading me to think that the connector is inserted fully and properly.

The connector should not be loose, it's suppose to be, a 'snug' fit. The connector is 'keyed', so that it can only be install correctly.

Use a flashlight and check the connection and the pins.
