You'll have to try and figure out if it's a fan, hard drive or possibly even a mechanical issue. Check the cover to make sure it's on correctly and that it's fully secured (tight) as it may just be a slight vibration in the cover. Also check the mounting of the drives, there have been issues with some drives coming loose in shipment. Finally, depending on where the PC is sitting, it may be something else that is actually making the noise, not the PC.
I have a Dell Dimension 4500, Pentium 4 2.4 GHz, Intel 845E Chipset, with a Nvidia GeoForce4 Ti4200 64MB Graphics Card. My computer is pretty quiet, but there's always this constant humming from one of the internal fans of the computer. After several start up and shutdown cycles with the computer case open, I was able to isolate the culprit. It was the small fan on my graphics card.
Recently, I replaced the stock fan and heatsink of the graphics card with Zalman's ZM80C-HP VGA Video Card Heatpipe Aluminum Heatsink Cooler $29.99 and an optional Zalman ZM-OP1 Quiet fan package $9.99. Both items were purchased from www.XPCgear.com . Be sure to read the installation specifics . You want to make sure that this device will be compatitible with your particular graphics card and motherboard.
Anyway, my Dell is completely quiet. I can't even tell its on. Couldn't believe that the graphics card was causing all that humming. The Dell power supply unit and internal case/CPU fans are quiet (which I was happily surprised), so no need to replace those. I'm very happy of the outcome.

I sometimes get this, i think its just a vibration of the case
It stops when i hit the case (not very hard) but soon starts buzzing again
