NVIDIA display setters not available
You are currently not using a display attached to a NVIDIA GPU.
I can't seem to get my NVIDIA Control Panel back when I received and set up my new XPS 8900 Special Edition today ... ?

Did you mistakenly connect the monitor to one of the on-board video ports, instead of to a port on the add-in NVidia card?

The XPS Special Edition 8900 comes with a GTX 960. Doesn't this connect to the card via the HDMI port (#5) ? I have installed all the latest drivers including for the 960 via GeForce Experience.: 361.43.
I have also updated to all the Windows 10 updates.
My previous computer with Windows 10 had the NVIDIA Control Panel. Did the latest updates do something?
Or, do I have to connect to #8 ? The computer did come with some kind of adapter, but I did not see a HDMI connection on it just a smaller set of prongs.

What video card are you supposed to have in this system?
The XPS 8900 has one onboard HDMI port (#5).
I don't know what ports are on your add-in video card and it may or not have an HDMI port, but the card should be in the top slot in the area marked #8, which shows an add-in video card in this photo:
If your monitor needs HDMI but the video card doesn't have one, you'll need an adapter to convert the signal from one of the available ports on the video card to HDMI for the monitor.

No, #5 is only for on-board Intel graphics.
When you have an add-in video card, the first monitor has to be connected directly to the video card (#8). Otherwise you'd get that error message.
I don't see a list of ports available on the GTX 960 video card, but you'll need to find one either that's common to both card and monitor or use an adapter to convert one of them on the card to something the monitor accepts.
If there's no HDMI on the video card, other possible ports may be DisplayPort (DP), DVI, or less likely VGA. You can Google for images of the different video ports to help identify what the card and monitor have.
NOTE: After the first monitor is connected to the video card, additional monitors can be connected either to the video card or to one of the on-board video ports, but you have to enable the Multi Display (aka: Multi Monitor) option in BIOS Setup first.

Upon closer inspection there is a protrusion that the enclosed adapter seems to fit where the card is.
The other end has 3 sets of offset 5 holes.
Will have to see if my local Radio Shack has a cord that fits this and an HDMI on the other end. Any idea on what kind of signal comes from this? I am surprised that the card did not include a HDMI connection..

What ports are available on your monitor??
If the free end of the adapter Dell supplied looks like this, it's VGA:
VGA provides the lowest quality signal and should be your last choice, unless that's the only port available on your monitor.
What does the port on the video card where that adapter plugs in look like? Is it either of these (look carefully):
If it's DisplayPort, you need a DP>"port" adapter, where "port" is an available port (other than VGA) on the monitor. And you need a cable that has "port" connectors at both ends, one connects to the adapter, the other to the monitor.
If your monitor only has VGA, you need a simple VGA video cable and you can use the adapter Dell supplied.
EDIT: Obviously, if both the PC video card and the monitor both have DP ports, you just need a DP video cable.

If HDMI is the only input port on the TV/monitor, the adapter Dell supplied is not useful.
You still need to know what outputs are available on the video card and get a "port">HDMI adapter, eg DP>HDMI adapter, and an HDMI video cable.

Sounds like a dual-link DVI-I connector:
So you probably need a dual-link DVI-I (PC)>HDMI(Monitor) adapter and an HDMI cable. Just make sure you get adapter and cable that have the right "polarity" (male or female connectors) at each end to connect to the PC and TV.

Darn you're good (edited due to Dell censorship), wish I had this information earlier ! What's your background, someone who explains Dell's lack of information and tech specs extremely well ... ?
How does this compare to a true HDMI signal?

The card has a input that has 4 holes in a square pattern on the left and then 3 rows of 8 holes to the right.

DVI doesn’t support HDCP encryption so you may not be able to send full HD Blu-ray or other HD video from PC to TV over DVI-I>HDMI.
DVI also doesn't support audio like HDMI, so you'll only get video out to the TV using a DVI-I>HDMI connection. If audio is required, you'll need a separate cable(s), assuming the TV accepts separate audio-inputs or you'll need separate speakers. You can probably use Bluetooth speakers to avoid messy wiring since the XPS 8900 supports BT.
The XPS 8900 audio outputs are: one subwoofer port, one line-out port, one rear-surround out port, and one side-surround sound port. I don't know if any of those will work as audio inputs for your TV.
If it comes down to it, you could remove the add-in NVidia video card and connect the on-board HDMI port directly to the TV which should give you both video and audio over one cable. The trade-off is you'll lose the better quality graphics provided by the NVidia card vs on-board graphics (not to mention, you already paid for that card).
Or, you could replace your NVidia card with another PCI-e x16 video card that has its own HDMI port and send video and audio over one HDMI cable directly to the TV with better graphics.
No offense, but sounding like you might have done some more homework beforehand...just saying...
And only you can decide what makes the most sense for your situation...

Are you sure there's no DisplayPort output on your video card?
DP supports video and audio over one cable, just like HDMI. And DP-out can be connected via an adapter to HDMI-in which would fit your situation.
It makes no sense -to me- not to have either of those ports on the video card in a high(er)-end PC to send both signals out to a TV or monitor over one cable.
Wow! Must be nice to get one of those! I'd need a bigger house for a 65" 4K TV.
