One Long 3 short

I have a 4400 w/P4 1.6 gig when I boot it up I get 1 long an 3 short beeps then the system boots
can some one tell me what this might indicate I also have 3 greens and 1 yellow  light.
I'm trying to rebuild this for a friend and  I don't really have much experience with Dell so all
assistance will be greatly appreciated.
I am an experienced computer builder/troubleshooter  just don't usually deal with Dell

First off, click here for the on-line version of that model's User Guide and the section pertaining to the error code messages.  From that web page you can access other information concerning that model for your reference.
 
In viewing the section on beep codes there is nothing listed for the combination you've mentioned.  A beep code of 1 and a beep code of 3 both point to the memory modules as being the problem.  Possibly you are getting two separate error codes together.  In both instances the recommended fix is to reseat the modules.  On some Dell motherboards it takes a little effort to fully seat the memory modules and have them snap into place.
 
As for a diagnostic light error of green, green, green, yellow.... this is kind of a catch all error code and the User Guide doesn't point to anything specific to check out.  I would check out the memory modules first.  Try reseating them.  If the problem continues and there is more than one module installed then try taking one out and see if there is an improvement in the boot up. If not, try switching the modules and boot up again.

This was the result of the memory  going bad , swapped it out and all is well - 4 greens on the panel
