Optiplex 3020 power supply problem
Someone plugged a telephone into the front USB port and the unit shut down never to turn on again. Self testing the light is green and the fans spin when the button is pressed on the PSU. The light on motherboard lights. Have reseated every cable. Nothing. I've tried bypassing the power switch.
The voltage at the power switch is 3.3V. Is that normal?
On the 8 post power plug I get 12V across the two outer pairs but nothing on the inner pairs. Is that normal?
I am in the middle of the DR Congo so repair options limited.

You have a destroyed motherboard AND power supply your repair options are Nil.

OK, any theory how plugging in a phone to charge could do this so as to prevent the issue in the future? Is this common? I've not run across it before. There appears to be no damage to the port.
