If you happen to use McAfee antivirus protection, you will want to extract a new copy of the file imagehlp.dll from your operating system CD. To do this, insert your OS CD in your CD-ROM, then go to Start | Run | enter sfc in the field, and OK the run. Choose to Extract one file from the installation disk, and enter the filename spelled exactly as written. Start the utility. Browse to the Win98 folder on your CD as your source for the file, and let the utility extract the file for you. Hopefully this will take care of it for you.
I have ideas, but not pleasant ones, I'm afraid... OE opening slowly, then moving slowly between jobs has been reported when it's combined with IE 5.5 on some installs. A regular here, Goonboy, reported this, so he fully uninstalled IE 5.5 using the Add/Remove applet in Control Panel, then he reinstalled it using some precautions to help the install succeed. These are the procedures he told me he used:
Retried IE 5.5 install, after first deleting Temp Internet Files from IE (again) AND: Deleting the Temporary Internet Files folder from DOS...
Restart in DOS Mode, at prompt, type: deltree C:\windows\tempor~1
Seems to have made a difference...OE is moving smoothly (if a tad slow opening the first time), transitions from Read to Reply better...evaluating IE now...
One further thing...repeating the TempIntFile delete at both levels AFTER the upgrade seems to help, too.
I haven't heard that he uninstalled it again, so you might want to try this method for installing 5.5, or, if it's possible, go back to 5.01. You will need either IE 4.01 with 2 service packs, 5.01, 5.01 with service pack, or 5.5 in order to continue getting security updates for IE--these are the only supported versions of IE any longer, so they're forcing your hand to a degree, I'm afraid. If you would like to download the service pack version of IE 5.01, you can get that here

Kay, do you happen to know if goonboy installed IE5.5 from a CD or from an Internet download? That might make a difference. There are more files on the CD. I got this problem on a download of IE4 service packs on another computer. OLEXPRS took a minute to open on its first use after booting, and thereafter was OK. I also had an interesting problem with OLEXPRS when I deleted McAfee and installed Norton. Mail opened slowly and the problem went away when I put McAfee back but disabled all its features. Sometimes Outlook Express will open slowly if you have a large number of files stored in it that are not compressed. Allowing autocompression and cleanup will slow it down on some computers as this is done everytime the program initiates. See "Outlook Express Horror Stories" in PC Magazine. Don't bother with IE repair, it won't help.

I am having the same problem with Outlook Express opening very slowly. This has happened since installing IE 5.5.
