Plug and Play Configuration Error - PLEASE HELP

I need help to diagnose the "Plug and Play Configuration Error" message that pops up when I boot my Dell Dimension 8200 (BIOS A01). I do not hear any beeps though. Prior posts to this forum have not suggested any possible solutions.
 
This system has been stable for a long time and I have _NOT_ added any new devices or peripherals or made any OS changes (like service packs or drivers)
 
I get asked to choose F1 to continue, or F2 for Setup after the configuration error message. Setup does not show anything unusual, except that IRQ reservations are all available (I am guessing that is a symptom of PnP not working). On continuing the booting process, I am able to boot into my Win XP SP2 OS.
 
However my Nvidia GeForce MX2 400 and my Intel 100 Mbps ethernet card are not functioning properly. The graphics card gives a code 12 (not enough resources) and my screen is set to 4 bit color and low resolution. Updating the driver, uninstalling and reinstalling the graphics driver does not help.
 
In any case, PnP in the BIOS does not seem to be working and I have no clue why given that I have not changed anything. Its unlikely that the Win XP is involved in this, though I could be wrong.
 
I took out the graphics and ethernet cards, the memory, the CMOS battery...just to reseat everything and put everything back in. But no change.
 
More context:
Last night I had updated Adobe Reader from v8.0 to v8.1 and installed a MP3 streaming server (called Vibe Streamer). The desktop had gone off to standby/hibernate and today morning had been brought out of standby/hibernate. It is during this reboot process that I noticed the Plug and Play error message.

The latest bios is A09, you might consider upgrading the bios, also another possiblity is a failing cmos battery that needs replaced.
 
 
Try replacing the cmos battery first, then if no joy, flash the bios.
 
After replacing the cmos battery, reset the NVRAM as follows
 
1100, B110, 2200, 2400, 3000, 4300, 4300S, 4500S, 4500C, 4550, 4590, 4600, 4600C, 8100, 8200, 8250, 8300, 8400, XPS Gen 1, XPS Gen 2 -
* Click Start- Turn Off Computer- Restart
* Watch the keyboard lights. When they flash, tap the F2 key
* The message, Entering Setup should appear
* Press the [Caps Lock], [Scroll Lock] and the [Num Lock] keys to light up all three lights on the keyboard
* Press the [Alt] and keys at the same time
* The computer issues a beep
* Press the [Alt] and keys at the same time
* The computer issues a beep
* Down arrow to Onboard or Integrated Devices [press Enter]
* Set everything to On except for USB Emulation which should be set for NO BOOT
* Press the [Alt] and keys at the same time
* The BIOS saves settings and the computer restarts
