powersave problems with ATI radeon 9250

i have my card in and softwear loaded, but whenever i start up my computer it goes through the loading screens and every thing but after is shows Windows XP loading (you know with the green bars and every thing) it goes into powersave mode and wont come out. i am currently using my old Grapghics card my INTEL(R) EXTREME GRAPHICS 2 which is integrated . i have a demension 3000


i know i probably forgot to do somthing but i dont know what

do i need to disable my integrated graphics card before being able to use my ATI Radeon 9250 or do i need a monitor with a higher refresh rate than 75 Hz
