Problems with new 9800 Pro

Hi all.  I just received my new HIS Radeon 9800 Pro from Newegg today and so far I'm pretty dissappointed.  First I installed the newest drivers straight from ATI and I noticed the following problems.

1.  On restart, the Pentium 4 badge that shows up in the lower right hand corner of my screen is all corrupted.  There are a ton of these little vertical grey lines that cover the whole thing.

2.  When it gets to the loading windows screen, the windows logo in the center of the screen has the same lines except they are blue.

3.  When the computer reaches the desktop, everything is fine except my games just look terrible.  In Max Payne 2, there are tons of polygons missing from his head and jacket.  In Medal of Honor, there appears to be what looks like a rainbow on every background.  Where ever I turn, I can see hints of red and purple in the background.  I can also see random polygons flashing for no reason.  Call of Duty is the absolute worst.  I can barely make out the screen because there are so many missing polygons or polygons that flash for no reason.

So far I've tried the 4.5 drivers from ATI, the drivers that come with the card, and the 4.3 drivers I downloaded from Guru3d and they all have these symptoms.  Does anyone know what's going on?  Did I get a busted card straight out of the box?  I've got the power cord hooked into the line before it goes into my DVD drive so I don't think that's the issue.  Please help!  Thanks so much!
